本书以边沁的惩罚思想为研究对象，依据《惩罚原理》为代表的边沁经典著作，按照功利思想源流、惩罚理论根基、惩罚种类学说、惩罚发动学说，惩罚执行学说、惩罚思想定位这一全新的逻辑主线，通过文本梳理、史料整合、教义阐释，分六个部分共计八章进行了分析和讨论，在已有成果的基础上，进一步拓展了边沁惩罚思想本体研究的广度和深度，并适当开展了本体之外的思考。
