本书依据公共经济学基础理论，参考压力—状态—响应（PSR）模型，构建工业化、大气污染、大气污染防治政策的关联模型（PiSR）；依据全国及各省空气质量数据与大气污染排放数据，分析我国大气污染的防治效果；应用时间序列、空间计量、中介效应分析方法，分析工业化对大气污染防治的影响机理，具体包括探索工业化进程与大气污染的相关性，研究产业结构、能源消费、技术进步等工业化要素对大气污染的影响；应用内容分析法、中介效应分析法，梳理全国大气污染防治政策，分析大气污染防治政策的演进特征以及大气污染防治政策对大气污染防治的作用机理；基于测量结果，借鉴先行工业化国家的大气污染防治经验，提出大气污染防治效果的提升对策。
