《中国城市公用事业公私合作机制与政府规制研究》基于中国城市公用事业公私合作制的历史和实践以及经济主体承担任务的功能属性，先对公私部门的主体性质进行分析，据此构建公私合作机制的分析框架；然后以归责机制和契约安排为分析维度，深入剖析城市公用事业公私合作制的风险分担机制和收益分配机制；最后从总体引导、关键问题和具体政策三个方面，构建城市公用事业的进入规制、价格规制和质量规制政策体系。
Based on the history and practice of public-private partnership in urban public utilities in China and the functional attributes of economic entities undertaking tasks, "Research on the Public-Private Partnership Mechanism and Government Regulation of Urban Public Utilities in China" first analyzes the subjective nature of the public and private sectors, and constructs an analytical framework for the public-private partnership mechanism accordingly. Then, taking the attribution mechanism and contractual arrangement as the analysis dimension, the risk sharing mechanism and benefit distribution mechanism of the public-private partnership system of urban public utilities are deeply analyzed. Finally, from the three aspects of overall guidance, key issues and specific policies, the policy system of entry regulation, price regulation and quality regulation of urban public utilities is constructed.（AI翻译）
