本书紧密结合“一带一路”倡议实践，前瞻性研究中国推进“冰上丝绸之路”所面临的国际规范支点。以规范生成和扩散理论为基础，分析在北极治理的过程中，各类国际组织的规范竞争问题，并采取双向推导的思路来完善北极治理规范的演化路径。尝试从地缘政治、地缘经济、地缘气候三维视角，分析国家战略能力结构、经济发展水平、搭便车效应、履约能力、违约风险与国际组织有效性之间的互动机制，研究科学技术因素在北极地区国际组织建章立制中的重要地位，厘清国际组织进行规范推广与标准推广之间的关系。借重北极事务的“全球属性”，以环境、科研、资源、航运为维度构建中国制度性参与北极之路的综合政策体系。
This book closely integrates the practice of the "Belt and Road" initiative and provides a forward-looking study of the international normative fulcrum faced by China in promoting the "Ice Silk Road". Based on the theory of norm generation and diffusion, this paper analyzes the normative competition of various international organizations in the process of Arctic governance, and adopts two-way derivation ideas to improve the evolution path of Arctic governance norms. From the three-dimensional perspectives of geopolitics, geo-economy and geoclimate, this paper analyzes the interaction mechanism between national strategic capacity structure, economic development level, free rider effect, performance capacity, default risk and effectiveness of international organizations, studies the important position of scientific and technological factors in the establishment of international organizations in the Arctic region, and clarifies the relationship between normative promotion and standard promotion of international organizations. Relying on the "global attributes" of Arctic affairs, we will build a comprehensive policy system for China's institutional participation in the Arctic Road from the dimensions of environment, scientific research, resources and shipping.（AI翻译）
