本书在深刻领会国家治理现代化命题的基础上，通过梳理国内外的治理理论研究，澄清了基本概念，构建了一个关于公共治理的理论分析框架，并据此考察了中国国家治理体系的状况，明确了中国县域治理体系嵌入其中的宏观环境。基于此，本书以考察中国县域治理体系的现状为出发点，通过考察县域治理的结果状况，解决了为什么要改进县域治理的问题；通过考察县域治理的能力状况，解决了为什么要从县域治理体系着手进行改进的问题；最后基于前述研究，提出了县域治理体系的改进途径，解决了如何进行改进的问题，是为中国县域治理体系现代化。
On the basis of a profound understanding of the proposition of national governance modernization, this book clarifies the basic concepts and constructs a theoretical analysis framework on public governance by combing the research of governance theory at home and abroad, and examines the status of China's national governance system accordingly, and clarifies the macro environment in which China's county governance system is embedded. Based on this, this book takes the current situation of China's county governance system as the starting point, and solves the problem of why to improve county governance by examining the results of county governance.
