Li Yongquan, PhD in History, Researcher. Director of the Institute of Russian, East European and Central Asian Studies under the Chinese Academy of Social Sciences; President of the Chinese Association of Russian, East European and Central Asian Studies; Editor in Chief of the academic Journal of Russian, East European and Central Asian Studies; Director of the Center for One Belt One Road, CASS; Executive Director of Chinese Research Center for Shanghai Cooperation Organization; Executive Director of Eurasian Center of China Foundation for International Studies; Special Researcher of Heilongjiang University.

For years he has being focused on Russian, Central Asian states, Shanghai Cooperation Organization studies. He had living and working experience in Moscow of more than 10 years.
