中华文化“走出去”已成为一项国家战略，但由于对文化“走出去”复杂性的认识在某种程度上存在不足、准备欠缺，导致少数民族典籍“走出去”效果不甚理想。本书以系统思维作为理论框架，从提升国家软实力的战略视角，将少数民族典籍“走出去”视为一个系统工程，从战略机遇、环境、选题、输出路径、语种规划、翻译策略、少数民族翻译人才培养等方面系统分析如何将国家战略具体落实为少数民族典籍“走出去”的具体举措。
