The ethnic colleges and universities play a special and important part in higher education in our country,and they bear the responsibility of talents cultivation for ethnic minorities and ethnic communities since the beginning of its establishment.The training objectives in ethnic colleges and universities vary at different stages of development,since the specifications of ethnic minorities and ethnic communities are different.Before the founding of the People's Republic of China,attentions are paid to the shaping of minority cadres with political feelings and patriotism;after the founding of the People's Republic of China,efforts are devoted to the cultivating of a large number of minority cadres and professionals;during the transition period,focus are turned to the cultivation of high-quality talents for the socialist modernization construction.With the development of ethnic colleges and universities,the connotation of humanistic education is constantly expanding,and gradually forming humanistic education with ethnic heritage,professional spirits and general implication,embodied in the students' humanistic accomplishment.Students' humanistic accomplishment in Ethnic colleges and universities set collection of human knowledge,human spirit and human behavior in one,mainly including political quality as the core of national consciousness,national common psychological,religious consciousness,moral qualities,scientific literacy,citizen consciousness,etc.At present,citizen consciousness has gradually become the core of students'humanistic accomplishment.

Citizen consciousness is the core of humanistic education for ethnic colleges and universities students,recognition of one's rational self-consciousness,understanding of one's citizen's sense of identity and a practice of citizen's sense of qualification,also an important index of one's modernization.Students' citizen consciousness of ethnic colleges and universities is mainly embodied in dimensions of one's citizen's sense of identity and citizen's sense of qualification.The former mainly refers to the individual cognitive of citizen's social and legal status,related with national consciousness,ethnic consciousness and religious consciousness and so on.The latter mainly refers to the required conditions as citizens,involving in rights consciousness,responsibility consciousness and participation consciousness and so on.It can be said that the humanistic education of ethnic colleges and universities is an important way to cultivating students' citizen consciousness,and cultivating the students' citizen consciousness of ethnic colleges and universities is an important task to its'humanistic education.Therefore,it is necessary to study the present situation of humanistic education and its'students'citizen consciousness of ethnic colleges and universities.

The research selects five ethnic colleges and universities in the northwest region as samples,investigates their humanistic education for cultivation of citizen consciousness and the current situation of students' citizen consciousness.Based on the questionnaire and interview,we find the humanistic education in ethnic colleges and universities in the northwest region did some good practices and accumulated some experiences in cultivating students' citizen consciousness,such as inheriting the ethnic culture,cultivating the ethnic feelings and cultural values,ethnic view and religious view of students through the ethnic specialty,ethnic research,course teaching and campus cultural environment with ethnic characteristics.What's more,they emphasize students'humanistic accomplishment in specialty and highlight the professional spirits by reforming personnel training program,setting up course and teaching.In addition,they highlight the general implication by course setting,system reforming,campus cultural constructing and so on to penetrate the overall development idea.

The survey also shows that students of ethnic colleges and universities in the northwest region are of weak citizen consciousness,fully embodied in the following aspects.These students have poor consciousness of citizen roles and they lack the comprehensive cognition of citizenship.Besides,the multiple i dentities would make them get into trouble when they are confronted with conflicts coming from national consciousness,ethnic consciousness and religious consciousness.In the meanwhile,there still exist many problems as they practice the citizen qualification,such as the imcomplete knowledge about rights and responsibilities,preferential treatment toward interest rather than responsi bilities and the disunity of knowing and doing.It indicates that humanistic education in ethnic colleges and universities has many problems.For instance,the cultivating objectives are not definite;the cultivating system is imperfect;more attention are paid to knowledge acquisition rather than value construction in the course of fostering their citizen consciousness on the basis of ideological and political course;the teaching content is complex and scattered;the teaching methods are so stiff and only one evaluating method is adopted.

The reason why problems exist in cultivatingcitizen consciousness of humanistic education in ethnic colleges and universities,lies in two aspects.From the external prospective,it mainly displays in the traditional ideology limitation and the constraints of particular geographical environment in the northwest region where it is hard to build up citizen consciousness.From the internal prospective,it is primarily related to the loss of humanistic education,the inadequate education force and the shortage of civic culture atmosphere in ethnic colleges and universities.In response to these objective problems,we insist that in order to create a favorable environment for the cultivation of students' citizen consciousness,ethnic colleges and universities should integrate external and internal advantage resources,complete the socialist market economy institutions and develop socialist democracy.At the same time,we should improve the culture quality of the parents as well as the culture quality in the area of their families located to create a democratic family atmosphere and promote students' citizen consciousness in ethnic colleges and universities.In order to build the basis for cultivating students' citizen consciousness of ethnic colleges and universities,we should strengthen the training of primary and middle school students' citizen consciousness from changing the concept,the system,the content and the manner of education,constructing a primary and middle school citizenship education system.In addition,we should also promote the reform of humanistic education in ethnic colleges and universities with setting up the aim of improving citizens' views on humanistic education,exploring the effective way of cultivating students' citizen consciousness to improve students' level of citizen consciousness.Citizen consciousness-cultivating is a long-term system engineering,only by the interaction among families,schools and society,can we get a break-through in the process of developing students'citizen consciousness by humanistic education in ethnic colleges and universities in the northwest region and realize the target of cultivating qualified citizens in ethnic minorities and ethnic communities.Only by this,can we speed up the modernization process in ethnic minorities,ethnic communities and our country.
