《科学发展观与执政能力建设》是2006年度国家社科基金项目党史党建学科中唯一的重点项目“贯彻落实科学发展观与加强党的执政能力建设问题研究”（结项文号20110060）的最终研究成果。
课题研究历时4年，最终形成50余万字的研究报告。研究报告以党的十七大精神为指导，充分论证了科学发展观和执政能力建设是十六大以来理论创新中的两大突出成果，详尽阐述了贯彻落实科学发展观与加强党的执政能力建设是双向互动关系，全面客观评述了贯彻落实科学发展观，加强党的执政能力建设取得的成就和面临的问题，着重论述了要以科学发展观统领执政能力建设，详细阐述了如何以执政能力建设的新成果为科学发展观的贯彻落实提供有力的保证。
《科学发展观与执政能力建设》对提高执政党建设的科学化水平具有重要的借鉴意义。
"Scientific Outlook on Development and Ruling Capacity Building" is the final research result of the only key project in the discipline of Party History and Party Building of the National Social Science Foundation in 2006, "Research on the Implementation of the Scientific Outlook on Development and Strengthening the Capacity Building of the Party's Ruling Capacity" (closing document number 20110060). The project research lasted for 4 years, and finally formed a research report of more than 500,000 words. Guided by the spirit of the 17th National Congress of the Communist Party of China, the research report fully demonstrates that the Scientific Outlook on Development and the capacity building of the Party are the two outstanding achievements in theoretical innovation since the 16th National Congress, elaborates in detail the two-way interactive relationship between the implementation of the Scientific Outlook on Development and the strengthening of the Party's capacity building, comprehensively and objectively reviews the achievements and problems faced in implementing the Scientific Outlook on Development and strengthening the capacity building of the Party's governance, and focuses on the need to use the Scientific Outlook on Development to guide the capacity building of governance. It elaborated on how to use the new achievements of governance capacity building to provide a strong guarantee for the implementation of the scientific outlook on development.
