全书以电信业改革绩效评价为研究对象，以系统思想为指导，综合应用文献研究、规范研究、实证研究和案例研究等方法，在理论方面构建了一个不同于传统产业组织理论的分析范式，从政府规制视角研究中国电信业的竞争机制引入、双寡头垄断竞争、比较竞争和融合竞争四个阶段的市场结构、市场行为和市场绩效，深入讨论了电信业四个发展阶段的规制、结构、行为和绩效间的关系及相互作用与影响，并在此基础上提出了相应的政策建议，为中国电信业的下一步改革提供借鉴参考和可行的方向。
Taking the performance evaluation of telecommunications industry reform as the research object, guided by systematic thinking, and comprehensively applying literature research, normative research, empirical research and case studies, the book constructs an analytical paradigm different from traditional industrial organization theory in terms of theory, studies the market structure, market behavior and market performance of the four stages of competition mechanism introduction, duopoly competition, comparative competition and fusion competition in China's telecommunications industry from the perspective of government regulation, and discusses in depth the regulation, structure, and four stages of development of the telecommunications industry. On the basis of the relationship, interaction and impact between behavior and performance, corresponding policy suggestions are put forward to provide reference and feasible direction for the next reform of China's telecommunications industry.（AI翻译）
