本书系由我主持的教育部人文社会科学重点研究基地,2015年度重大项目——“中国国有企业经营者选拔制度创新研究”(项目批准号:15JJD790013)的研究成果。该项目2015年12月9日,经教育部社会科学司批准立项。项目立项后,项目组全体成员“潜心研究、大胆探索、勤奋笔耕”,几经讨论和修改,于2018年4月5日完成研究任务,并于2018年5月5日申请结项鉴定。2018年10月15日,项目通过教育部社会科学司组织的鉴定,鉴定证书编号:18JJD154。

随着国有企业改革的不断深入,中国国有企业经营者选拔制度也随之不断改革创新,以适应国有企业改革的需要。为了在理论层面上分析中国国有企业经营者选拔制度创新,在实践层面上为政府完善中国国有企业经营者选拔制度提供决策参考,本书构建了中国国有企业经营者选拔制度创新研究的理论分析框架。

第一,综述国内外国有企业经营者选拔制度研究文献。主要综述国有企业经营者概念,国有企业经营者选拔方式,国有企业经营者选拔制度存在的问题、原因和对策建议等研究文献。

第二,构建国有企业经营者选拔制度一般分析框架。主要研究了国有企业经营者选拔的理论依据、国有企业经营者的选拔原则、国有企业经营者选拔的主体与范围、国有企业经营者选拔的标准与制度、国有企业经营者选拔的程序、国有企业经营者选拔的成本与风险。

第三,研究中国国有企业经营者选拔制度。主要研究了中国国有企业经营者选拔制度的历史演进、中国国有企业经营者选拔制度的现状、中国国有企业经营者选拔制度存在的问题、中国国有企业经营者选拔制度存在问题的原因。

第四,分析国外国有企业经营者选拔制度及其启示。主要分析了美国、德国、日本、新加坡、法国、加拿大、韩国和印度的国有企业经营者选拔制度。

第五,创新中国国有企业经营者选拔制度研究。主要内容是,提出中国国有企业经营者选拔制度创新的基本原则、提出中国国有企业经营者选拔制度创新的理论基础和提出中国国有企业经营者选拔制度创新的建议。

本书研究的学术价值和应用价值:

第一,学术价值。一是有利于中国国有企业经营者选拔理论发展。本书对中国国有企业经营者选拔的理论研究,具有中国国有企业经营者选拔理论特色,有利于中国国有企业经营者选拔理论的发展。二是有利于社会主义市场经济理论发展。中国国有企业经营者选拔制度改革,是在建立社会主义市场经济体制过程中和国有企业改革过程中进行的,有其自身的特殊性。因此,研究中国国有企业经营者选拔制度创新问题,既有利于中国国有企业经营者选拔制度发展,又有利于社会主义市场经济理论发展。

第二,应用价值。一是有利于了解中国国有企业经营者选拔制度的历史演进、现状、存在的问题及其原因。二是有利于借鉴国外国有企业经营者选拔制度的经验。在分析美国、德国、日本、新加坡、法国、加拿大、韩国和印度的国有企业经营者选拔制度的基础上,提出了对我国的若干启示。三是有利于完善中国国有企业经营者选拔制度。

本书研究的可能创新之处,是划分了中国国有企业经营者选拔制度历史演进的阶段;概括了中国国有企业经营者选拔制度存在的问题及其原因;提出了国外国有企业经营者选拔制度的启示。

尽管本书研究取得了一些研究成果,但由于研究者水平有限,难免存在错误、疏漏和不足,欢迎经济学界同仁予以批评指正。

This book is the research result of the 2015 major project "Research on the Innovation of the Selection System of Managers of China's State-owned Enterprises" (project approval number: 15JJD790013), which I chaired by the Key Research Base of Humanities and Social Sciences of the Ministry of Education. The project was approved by the Department of Social Sciences of the Ministry of Education on December 9, 2015. After the project was approved, all members of the project team "concentrated on research, bold exploration, and diligent pen cultivation", and after several discussions and revisions, completed the research task on April 5, 2018, and applied for the final appraisal on May 5, 2018. On October 15, 2018, the project passed the appraisal organized by the Department of Social Sciences of the Ministry of Education, and the appraisal certificate number: 18JJD154. With the deepening of the reform of state-owned enterprises, the selection system of managers of China's state-owned enterprises has also been continuously reformed and innovated to meet the needs of the reform of state-owned enterprises. In order to analyze the innovation of China's state-owned enterprise operator selection system at the theoretical level and provide a decision-making reference for the government to improve the selection system of China's state-owned enterprise operators at the practical level, this book constructs a theoretical analysis framework for the innovation of China's state-owned enterprise operator selection system. First, this paper reviews the research literature on the selection system of domestic and foreign state-owned enterprise operators. This paper mainly reviews the research literature on the concept of state-owned enterprise operators, the selection methods of state-owned enterprise operators, and the problems, causes and countermeasures and suggestions of the selection system of state-owned enterprise operators. Second, build a general analysis framework for the selection system of state-owned enterprise operators. It mainly studies the theoretical basis for the selection of state-owned enterprise operators, the principles of selection of state-owned enterprise operators, the main body and scope of the selection of state-owned enterprise operators, the standards and systems for the selection of state-owned enterprise operators, the procedures for the selection of state-owned enterprise operators, and the costs and risks of the selection of state-owned enterprise operators. Third, study the selection system for managers of China's state-owned enterprises. This paper mainly studies the historical evolution of China's state-owned enterprise operator selection system, the current situation of China's state-owned enterprise operator selection system, the problems in China's state-owned enterprise operator selection system, and the reasons for the problems in China's state-owned enterprise operator selection system. Fourth, analyze the selection system for state-owned and foreign enterprise operators and its enlightenment. It mainly analyzes the selection system of state-owned enterprise managers in the United States, Germany, Japan, Singapore, France, Canada, South Korea and India. Fifth, innovate the research on the selection system of China's state-owned enterprise operators. The main content is to put forward the basic principles of the innovation of China's state-owned enterprise operator selection system, put forward the theoretical basis for the innovation of China's state-owned enterprise operator selection system, and put forward suggestions for the innovation of China's state-owned enterprise operator selection system. The academic value and application value of this book research: First, academic value. First, it is conducive to the development of the theory of selecting managers of China's state-owned enterprises. This book is a theoretical study on the selection of managers of state-owned enterprises in China, which has the characteristics of the theory of selection of managers of state-owned enterprises in China, and is conducive to the development of the theory of selection of managers of state-owned enterprises in China. Third, it is conducive to improving the selection system for operators of China's state-owned enterprises. The possible innovation of this book is to divide the stages of the historical evolution of China's SOE management selection system; The problems and causes of the selection system of managers of state-owned enterprises in China are summarized. It put forward the enlightenment of the selection system for the operators of state-owned and foreign enterprises. Although some research results have been achieved in this book, due to the limited level of researchers, it is inevitable that there will be errors, omissions and deficiencies, and colleagues in the field of economics are welcome to criticize and correct.
