抓住机遇积极争取更多的国际话语权是中国崛起谋求未来发展大局的题中应有之义，公共外交因其内容的丰富度、形式的灵活度以及效用的持久度而对提升国际话语权具有灵巧能动的增效作用。瞄准中国国际话语权的有效提升这一靶标，本书旨在就中国公共外交体系的宏观布局与微观建构这一重要议题进行积极探索。我们主张，中国公共外交体系建设这一宏图伟业应从主体意识、实践载体、建构方式三个层面重点践行三“W”原则，同时从普及理念、促发功能、优化结构、升级部件、盘活资源五条路径加以审慎推进。

Seizing the opportunity to actively strive for more international discourse power is the proper meaning of China's rise and seeking the overall situation of future development, and public diplomacy has a dexterous and dynamic effect on enhancing international discourse power because of its richness of content, flexibility of form and durability of utility. Aiming at the goal of effectively enhancing China's international discourse, this book aims to actively explore the important issue of macro layout and micro construction of China's public diplomacy system. We advocate that the grand cause of China's public diplomacy system should focus on practicing the three "W" principles from the three levels of subjective consciousness, practice carrier and construction method, and prudently promote it from the five paths of popularizing concepts, promoting functions, optimizing structures, upgrading components, and revitalizing resources.（AI翻译）
