本书以20世纪后期以来社会治理领域中行动主义的兴起为基点，讨论了行动世界中的治理安排与政府模式变革等问题。行动主义的兴起要求政府重新审视与其他行动者的关系，通过促进与服务性的行动来达成不同行动者间的合作，进而实现社会的合作治理。在促进行动者间的合作的目的下，本书以行政理论的演进为契入点，反思了许多传统治理观念，探讨了政府在规则、制度与组织结构等方方面面的转型和以服务型政府为指向的政府模式重构的问题，并对这种转型和重构所发生其中的当代世界做出了哲学上的思考。

Based on the rise of activism in the field of social governance since the late 20th century, this book discusses governance arrangements and changes in government models in the world of action. The rise of activism requires governments to re-examine their relationships with other actors, and to achieve cooperative governance of society by promoting cooperation with service actions. With the aim of promoting cooperation among actors, this book takes the evolution of administrative theory as the starting point, reflects on many traditional governance concepts, discusses the transformation of government in various aspects such as rules, institutions and organizational structures, and the reconstruction of the government model oriented to service-oriented government, and makes philosophical reflections on the contemporary world in which this transformation and reconstruction occur.（AI翻译）
