科技投入是促成技术创新向新兴产业演化的重要动力，但是我国科技公共投入支持新兴产业发展的有效性有待研究。本书从技术创新与公共政策评价相结合的角度，在回顾相关文献的基础上，结合国内外信息产业、生物医药产业、新能源产业等案例，综合研究科技公共投入促成新兴产业发展的有效性，提出相关的理论依据、支持方式和评价指标，并针对当前七大战略性新兴产业的阶段性特征，提出科技公共投入的组织方式、支持阶段、创新路径、产业规制等政策选择。

Science and technology investment is an important driving force to promote the evolution of technological innovation to emerging industries, but the effectiveness of China's public investment in science and technology to support the development of emerging industries needs to be studied. From the perspective of combining technological innovation and public policy evaluation, on the basis of reviewing relevant literature, combined with domestic and foreign cases of information industry, biomedical industry, new energy industry and other cases, this book comprehensively studies the effectiveness of public investment in science and technology in promoting the development of emerging industries, puts forward relevant theoretical basis, support methods and evaluation indicators, and puts forward policy options such as organizational methods, support stages, innovation paths, and industrial regulation of public investment in science and technology according to the phased characteristics of the current seven strategic emerging industries.（AI翻译）
