目前，我国开启了从“社会国家化”到“国家社会化”的政治转型，国家对农村社会也由“资源汲取”进入到“资源反哺”阶段。在这种国家战略发生重大改变和基层社会现代化不断加深的情况下，传统基层政府的功能逐渐丧失，而根据社会变化进行的基层政府改革和构建尚在探索之中，因此亟需从理论和实践上探讨基层政府的改革和出路问题。本书采用实证调研的研究方法，对L县W乡进行的一系列改革创新，如农民之家、文化大院、廉政大院、农村集体资产资源交易站、说事评理谏言协会等进行具体描述、经验总结的基础上，结合理论分析，提出在当前要真正实现乡镇政府的改革目标，就必须改变当前的改革路径，由国家建构下外力推动式的制度供给转变为社会需求下的内生改革，即从应对农村基层社会不断发展变化和农民需求不断提升的现实出发，挖掘基层社会内部的治理资源，以满足社会发展需求来重塑乡镇政府的角色和职能。

At present, China has started a political transformation from "social nationalization" to "national socialization", and the state has also entered the stage of "resource feeding" from "resource extraction" to rural society. Under the circumstances of major changes in the national strategy and the deepening of the modernization of grassroots society, the functions of traditional grassroots governments are gradually lost, while the reform and construction of grassroots governments according to social changes are still being explored, so it is urgent to explore the reform and way out of grassroots governments from both theory and practice. This book adopts the research method of empirical research, and on the basis of a series of reforms and innovations carried out in W Township of L County, such as farmers' homes, cultural compounds, clean government compounds, rural collective asset resource trading stations, and opinions and opinions associations, combined with theoretical analysis, it is proposed that in order to truly achieve the reform goals of township governments, it is necessary to change the current reform path, and transform from the external system supply under the construction of the state to endogenous reform under social demand.
