本书稿是主编承担的国家社科基金重大项目和国家林业局委托项目。主编者历时多年（2008-2014年）对17个省30个村庄集体林权制度改革真实观察，从村庄这一微观层面作为切入点和着眼点，兼顾中观层面视角的研究，对不同微观层面和中观层面的地方性政策实施进行比较，分析了主体改革与林业要素市场建设、林业投融资体制、林业管理体制、林木采伐管理制度、林业社会化服务体系建设等配套改革的情况，了解其政策需求，由此再上升到宏观层面，并对现有林改制度安排一制度供给进行分析，提出顶层设计和政策建议。

This manuscript is a major project of the National Social Science Foundation and a project commissioned by the State Forestry Administration undertaken by the editor-in-chief. The editor-in-chief has spent many years (2008-2014) on the reform of the collective forest tenure system in 30 villages in 17 provinces, taking the village micro level as the entry point and focus, taking into account the research of the meso-level perspective, comparing the implementation of local policies at different micro and meso levels, analyzing the main reform and supporting reforms such as forestry factor market construction, forestry investment and financing system, forestry management system, forest harvesting management system, forestry socialization service system construction, etc., to understand their policy needs , and then rise to the macro level, and analyze the existing forest reform institutional arrangement and institutional supply, and put forward top-level design and policy suggestions.（AI翻译）
