近两年来，学术界关于产业政策的争论方兴未艾。普遍的观点是，当前中国不是要不要产业政策，而是要什么样的产业政策的问题。本书认为，由于中国产业发展面临的国内外环境、制度背景、要素条件都发生了深刻变化，产业政策必须转型，回归到弥补“市场失灵”的本源，同时又要避免“政府失灵”。为此，建议按照构建“互动合作型”政府市场关系的要求，建立以功能性产业政策为主导的“市场友好型”产业政策体系，助力中国产业转型升级。

In the past two years, the debate on industrial policy in academia has been in the ascendant. The general view is that at present, China is not a question of whether it wants an industrial policy, but what kind of industrial policy it wants. This book argues that due to the profound changes in the domestic and international environment, institutional background, and factor conditions facing China's industrial development, industrial policy must be transformed to return to the origin of making up for "market failures", while avoiding "government failures". To this end, it is suggested to establish a "market-friendly" industrial policy system led by functional industrial policies in accordance with the requirements of building an "interactive and cooperative" government-market relationship to help China's industrial transformation and upgrading.（AI翻译）
