摘要：政府主导制定的标准因其公共属性，应当免费向公众公开，为公众所用。在全面实施质量强国战略的背景下，推进政府主导制定的标准免费公开，是推动中国制造向中国创造转变、中国速度向中国质量转变、中国产品向中国品牌转变的必然选择，也是深化标准化工作改革的重要内容。近年来国家标准文本免费公开已稳步推进，行业标准、地方标准免费公开也已粗具规模。同时，标准公开工作仍存在亟待改进的一些问题。如对标准免费公开缺乏统一认识，部分与标准公开相关的法律法规等规范性文件已不合时宜，标准公开平台建设需进一步改进，标准公开内容需进一步完善，等等。随着政务公开工作的全面推进，政府主导制定的标准文本及相关信息的公开工作应同步推进，并通过法律法规层面的设计，廓清标准公开争议，促进国家标准、行业标准、地方标准有序免费公开。

Abstract: Because of their public nature,government-led standards should be made available to the public for their free use in the form of standard text.Against the background of the comprehensive implementation of the strategy of making China strong by improving product quality,promoting the free and open disclosure of government-led standards is an inevitable choice made by China in the process of transitions from“made in China”to“created in China”,from“Chinese speed”to“Chinese quality”,and from“Chinese products”to“Chinese brands”,as well as an important content of the deepening of the reform of standardization work in China.In recent years,the free disclosure of texts of national standards has been forging ahead steadily,and the systems of free disclosure of industrial standards and local standards are also beginning to take shape.Meanwhile,there are still some problems in the current work of disclosure of standards that urgently need to be solved,such as the lack of a consensus on the free disclosure of standards,the outdated laws,regulations and norms on disclosure,the backward platform for disclosure,and the poor content of disclosure.China should synchronize the advancement of the disclosure of texts of government-led standards and related information with the comprehensive advancement of the openness of government affairs and,through the institutional design at the level of laws and regulations,settle the dispute over the disclosure of standards and promote the orderly and free disclosure of national standards,industrial standards and local standards.
