本书基于国家自主性理论中国适用性的本土关怀，对“回归国家学派”国家自主性理论进行了系统梳理与批判性分析。作者通过考察西方国家自主性理论的兴起背景入手，在刻画“回归国家学派”思想逻辑的基础上，对国家自主性理论自身的局限进行了剖析，同时对部分国内学者误读并在中国情境下滥用西方国家自主性理论的做法进行了富有针对性的评论。此外，本书还紧密联系中国国家治理实际，在现代国家构建的背景下，以国家自主性的制度安排为切入点，对中国国家治理体系与治理能力现代化的可能进路作出了积极思考。

Based on the local concern of the applicability of the theory of national autonomy in China, this book systematically sorts out and critically analyzes the theory of national autonomy of the "return to the national school". Starting from the background of the rise of the theory of autonomy in Western countries, the author analyzes the limitations of the theory of national autonomy on the basis of portraying the ideological logic of "returning to the state school", and makes targeted comments on the misreading and abuse of the theory of autonomy of Western countries by some domestic scholars.
