本书以清代文官行政处分程序为研究对象，对清代文官行政处分的议决、拟订、执行、解除等程序做了较为系统的分析，并针对清代文官行政处分程序与清代吏治之间的关系，文官处分程序在保证官僚机器的效能方面的作用等问题，提出了较为独特的看法。清代文官行政处分程序的特点是由君主官僚制的政治体制所决定的，君主借助对官员的行政处分游刃于法律与权谋之间，从而无往不在的施展其政治技巧，以达到驾驭全局的政治目的。这就使行政处分程序缺乏稳定的机制，在官僚政治下不可避免地形成漏洞和产生弊病，本来还有公正可言的处分制度，往往成为不公正的渊薮，既影响其应有的效能，又败坏了官场风气。

This book takes the administrative sanction procedures of civil officials in the Qing Dynasty as the research object, makes a more systematic analysis of the procedures for decision-making, formulation, implementation and dismissal of civil administrative sanctions in the Qing Dynasty, and puts forward a unique view on the relationship between the administrative sanction procedures of civil officials in the Qing Dynasty and the rule of officials in the Qing Dynasty, and the role of the civil disciplinary procedures in ensuring the effectiveness of the bureaucratic machine.
