本书通过梳理新中国成立以来固体废物资源化政策和法律的发展历程，并结合域外固体废物资源化政策与法律发展的经验，反思中国当前的固体废物资源化政策和法律存在的问题，进而指出未来的发展方向：在政策工具选择方面，虽然相关政策和法律已经呈现出多样化的趋势，但偏命令控制式的行政规制仍然多一些，基于市场的经济手段显得较为单一；在信息政策工具方面，还显得比较落后。而所有的政策最终应以立法来保障其实施，所以法律体系的完善非常重要，其中最关键的是法律原则的更新和法律制度的改进。因而，综合性的固体废物管理立法是未来的必然趋势。

By combing the development process of solid waste recycling policies and laws since the founding of New China, and combining the experience of foreign solid waste recycling policies and legal development, this book reflects on the problems existing in China's current solid waste recycling policies and laws, and then points out the future development direction: in terms of policy tool selection, although relevant policies and laws have shown a diversified trend, there are still more command-and-control administrative regulations, and market-based economic means are relatively single; In terms of information policy tools, it still appears to be relatively backward. All policies should ultimately be implemented by legislation, so the improvement of the legal system is very important, the most important of which is the update of legal principles and the improvement of the legal system.
