新加坡政府治理的特色是政府与社会相互依赖，在政府主导下共同治理国家和社会。政府如何合理地使用自己的权力或处理好与社会的关系，这在所有国家都是一个最基本的治理问题，而且是一个动态的平衡治理问题，即随着社会经济和政治的发展，政府与社会的关系也要不断地变化，否则，即使是原来合理的关系也会变得不再合理。因为静态的国家与社会的关系不可能在不同的时间、地点和环境中都产生同样的效力。对于多数后发展国家来说，随着市场化和社会组织的发展，政府与社会的关系也要有所改变。在这一改革中，既要在微观上给政府留有足够的自由裁量权，也要在宏观上调整政府与社会的关系，换言之，既要保证政府有足够的权力来规范市场和社会的运作，又要限制政府过度地使用手中的权力，从而压抑社会的活力。

The governance of the Singapore government is characterized by the interdependence of government and society; the state and society are jointly governed under the leadership of the government. It is a fundamental issue of governance for all countries to make reasonable use of their powers or to deal with the relations with the society, and it is also a problem of governance with a dynamic equilibrium, which means that, with the development of social economy and politics, the relations between the government and society would also change constantly; otherwise, even the original reasonable relations would become unreasonable. Because it is not possible for the static statesociety relations to produce the same effect at different times, places, and in different environments. For most post-development countries, with the development of marketization and social organization, the relations between the government and society should also be changed. In this reform, it is necessary to give the government sufficient discretion at the micro level, and adjust the relations between the government and society at the macro level. In other words, it is necessary to make sure that the government has sufficient power to regulate the operations of the market and society, and the overuse of its power must be limited, in order to suppress the vitality of the society.
