“南下”，一个特殊的历史名词，是指1948年底至1949年初，中共中央为解放全中国，完成广大南方地区的接管与建设事业，而从华北老区抽调数万名干部，随军南下，奔赴南方新区进行工作。1949年初，中共冀鲁豫区、冀南区在今聊城地区（鲁西北）抽调了数千名干部过江南下，进行新区接管工作。他们告别了父母、妻儿与故土后，跟随部队渡过长江，相继到达南京、湘北、川东、赣东北、贵州等地，建立了当地中国共产党各级政权机关。聊城南下干部克服与华北家乡风俗迥异、语言不通、举目无亲、自然环境恶劣、敌匪势力猖獗等诸多困难，为祖国东南、中南和西南的解放与建设事业作出了重大贡献。本书通过对1949年广大聊城地区南下干部的组织动员情况、南下历程及在南下地区的工作进行研究，以更好地弘扬南下精神，展现南下干部的历史责任与使命担当，为新时代青年更好地回答当前的时代问卷提供资鉴。

"Going south" is a special historical term that refers to the fact that from the end of 1948 to the beginning of 1949, in order to liberate the whole of China and complete the takeover and construction of the vast southern region, the CPC Central Committee transferred tens of thousands of cadres from the old areas of northern China to the south with the army and rushed to the new southern areas to carry out work. At the beginning of 1949, the Luyu District and Southern Hebei District of the Communist Party of China transferred thousands of cadres from the present-day Liaocheng District (northwest of Lu) to cross the river to the south to carry out the work of taking over the new district. After bidding farewell to their parents, wives and children, and their homeland, they followed the troops across the Yangtze River and successively arrived in Nanjing, northern Xiangbei, eastern Sichuan, northeastern Gansu, and Guizhou, establishing local organs of political power at all levels of the Communist Party of China. The cadres who went south of Liaocheng overcame many difficulties, such as being completely different from their hometowns in northern China, not understanding the language, having no relatives, harsh natural environment, and rampant enemy and bandit forces, and made major contributions to the cause of liberation and construction in the southeast, south, and southwest of the motherland. This book studies the organization and mobilization of southbound cadres in Liaocheng area in 1949, the process of going south, and the work in southbound areas, so as to better carry forward the spirit of southgoing forward, show the historical responsibility and mission of southbound cadres, and provide information for young people in the new era to better answer the questionnaire of the current era.（AI翻译）
