2016年9月19-23日，国际行政科学领域规格最高、最具学术影响力的盛会—国际行政科学学会暨国际行政院校联合会联合大会在成都召开。为充分发挥联合大会的重要影响，促进公共行政领域理论与实践的国际交流，会议主承办单位中国人事科学研究院精选16篇大会发言稿和来自17个国家的35篇大会投稿论文，形成了这部论文选集。围绕“可持续治理能力建设”这一主题，通过实例分析论证了各国不同的治理模式及实践路径，并就公共行政如何应对可持续治理能力建设面临的突出挑战，如何提升公共行政理论研究水平，如何改进升级教育与培训的质量，如何推动实现联合国可持续发展目标等提出了具有现实针对性的理论观点，力图为相关研究提供借鉴，为推动共建国际治理新秩序提供参考。

On September 19-23, 2016, the Joint Conference of the International Academy of Administrative Sciences and the International Federation of Administrative Schools was held in Chengdu, the highest standard and most influential event in the field of international administrative science. In order to give full play to the important influence of the joint conference and promote the international exchange of theory and practice in the field of public administration, the main organizer of the conference, the Chinese Academy of Political Sciences, selected 16 speeches and 35 submitted papers from 17 countries to form this paper anthology. Focusing on the theme of "Capacity Building for Sustainable Governance", the different governance models and practice paths of various countries are demonstrated through case analysis, and practical theoretical views are put forward on how public administration can cope with the outstanding challenges faced by sustainable governance capacity building, how to improve the level of theoretical research in public administration, how to improve the quality of upgraded education and training, and how to promote the realization of the United Nations Sustainable Development Goals, in an effort to provide reference for relevant research and provide reference for promoting the joint construction of a new international governance order.（AI翻译）
