矿产资源开发利益矛盾是西部社会经济发展的主要矛盾，是西部地区各种矛盾的集中表现，直接影响西部地区科学发展、社会和谐与国家资源安全。利益矛盾的化解需要建立有效的利益统筹机制，在价值创造中培育自生能力，促进西部地区科学发展。科学发展的核心是以人为本，而人类生存与发展的基础是生态，以人为本只有在资源地居民的基本权利得到保障的基础上才能够真正实现，人与人的关系嵌入人与自然的关系是实现人类社会和谐、人与自然和谐的基本前提。因此，科学发展是在自然契约与社会契约耦合基础上的人与自然和谐、人与人和谐的统一。课题组在整理世界主要矿业国资源管理体制、资源产业组织、资源企业管理有关数据，借鉴国内外矿产资源开发利益统筹经验的基础上，采用问卷调查、实地访谈和报告会议、调研会议相结合的方式搜集数据，通过统计分析和博弈分析，解释了利益矛盾的形成背景与演化机理，分区域、分层次、分类别提出了利益矛盾统筹机制。

The contradiction of interests in mineral resources exploitation is the main contradiction in the social and economic development of the western region and the concentrated expression of various contradictions in the western region, which directly affects the scientific development, social harmony and national resource security in the western region. To resolve conflicts of interests, it is necessary to establish an effective interest coordination mechanism, cultivate self-survival ability in value creation, and promote the scientific development of the western region. The core of scientific development is people-oriented, and the basis of human survival and development is ecology, people-oriented can only be truly realized on the basis of the basic rights of the inhabitants of resource areas, and the relationship between people embedded in the relationship between people and nature is the basic premise for achieving harmony between human society and harmony between man and nature. On the basis of sorting out the relevant data of resource management system, resource industry organization and resource enterprise management of major mining countries in the world, and drawing on the experience of coordinating interests in mineral resources development at home and abroad, the research group collected data by combining questionnaire survey, field interview, report meeting and research meeting, explained the formation background and evolution mechanism of interest contradiction through statistical analysis and game analysis, and proposed the overall planning mechanism of interest conflict by subregion, level and category.（AI翻译）
