本报告在全国县（市）中筛选出400个样本县（市），然后对其竞争力和投资潜力进行系统评价。研究发现，县域经济增速总体呈现回升态势，但是分化却更加明显。2018年全国综合竞争力百强县（市）分布17省（市），苏浙鲁三省百强县（市）数目达65席；全国投资潜力百强县（市）散布19省（市），浙江省投资潜力百强县（市）数目最多。报告还对县域房地产、县域债务情况进行了跟踪监测，发现部分县（市）无节制供地推盘致使房地产库存由降转升，与此同时，样本县（市）中还有15%左右的县（市）债务水平都超过警戒线。报告还对全国百强县（市）典型案例“郑汴明珠”中牟、“黄河特区”韩城进行了深入研究。

This report selects 400 sample counties (cities) in the country, and then systematically evaluates their competitiveness and investment potential. The study found that the economic growth rate of the county showed an overall upward trend, but the differentiation was more obvious.
