本书从消费在我国经济运行中的作用演变切入,系统分析消费对经济发展的作用,指出经济发展新常态下消费需求的变化趋势,进而对当前居民消费总体情况进行概述,分析其结构特征,并从生产、消费和流通三个环节剖析制约消费升级的影响因素。相应地,从产业角度分析满足消费需求升级的支撑条件,分别从消费对制造业的要求以及消费对流通能力的要求,提出消费需求升级的产业优化方向。进一步地,从供给侧结构性改革角度提出推进消费升级的实现机制,从宏观和微观两个层面考察改革措施对消费升级的影响路径,并从发挥市场机制作用、构建公平竞争环境、改善政府监管模式、支持企业创新活动、加快流通转型升级五个方面,阐述其如何对消费升级产生推动作用,并提出流通创造促进品质消费的对策建议。

Starting from the evolution of the role of consumption in China's economic operation, this book systematically analyzes the role of consumption in economic development, points out the change trend of consumer demand under the new normal of economic development, and then summarizes the overall situation of current residents' consumption, analyzes its structural characteristics, and analyzes the influencing factors restricting consumption upgrading from the three links of production, consumption and circulation. Correspondingly, from the perspective of industry, the supporting conditions for meeting the upgrading of consumer demand are analyzed, and the industrial optimization direction of consumer demand upgrading is proposed from the requirements of consumption for manufacturing and consumption for circulation capacity. Further, from the perspective of supply-side structural reform, the realization mechanism of promoting consumption upgrading is proposed, the impact path of reform measures on consumption upgrading is examined from the macro and micro levels, and how it promotes consumption upgrading from five aspects: playing the role of market mechanism, building a fair competition environment, improving the government supervision model, supporting enterprise innovation activities, and accelerating circulation transformation and upgrading, and puts forward countermeasures and suggestions for circulation creation to promote quality consumption.(AI翻译)
