“新常态”下中国经济环境发生了较大的趋势性变化，对中国货币政策框架形成一系列冲击。货币政策实施基础面临从“速度”到“质量”的根本性变化，总体定位也显示出从“短期”到“长期”的前瞻性转变。因此，货币政策框架体系面临整体化的调整。本书对中国货币政策框架在“新常态”阶段转型与重构的目标、逻辑、路径等问题进行了研究。重点在于回答主要问题：一是中国货币政策框架为什么要转型和重构。二是中国货币政策框架如何转型。中国货币政策框架转型和重构的总体思路是构建适应“新常态”下匹配中国经济结构转型和调整特点的货币政策体系。一方面是以“数量型调控向价格型调控转变”的市场化转型总体方向，另一方面是以货币政策和宏观审慎管理“双支柱”体系构建的“多目标”调控总体框架。

The basis of monetary policy implementation is facing a fundamental change from "speed" to "quality", and the overall positioning also shows a forward-looking shift from "short-term" to "long-term".
