水利社会史的研究多集中于成熟的农业社会，本书却关注在农牧交错地带由于民间大型水利开发而形成的新的农业社会。河套地区的特殊性早已被顾颉刚、侯仁之等学者发现，本书在长期田野调查的基础上围绕从19世纪下半叶延续至今的水利开发过程和移民社会的形成发展过程来展开研究。试图回答在这两个相互嵌入的发展过程中，不同社会组织、信仰和地域文化如何共同被整合于三个社会和文化变迁过程，即从牧业到农业的变迁过程、移民从迁出地到迁入地的社会变迁过程和汉族文化与蒙古族文化如何相互融合的变迁过程。这三个变迁过程不仅仅是在一个横切面上的描述，而是从背景、动力、发生机制、运行机制等角度进行纵向的中观层面的区域性、过程性研究，在这样一个宏大的历史叙事中构筑起人们对当地社会是如何形成的历史想象。对水利、移民与社会三者之间关系的研究贯穿全书，其意义不仅有抢救资料的价值，更有如何实现从个案研究走向中层研究的方法论思考。

While the study of the social history of water conservancy mostly focuses on mature agricultural societies, this book focuses on the new agricultural societies formed by large-scale private water conservancy development in the agro-pastoral area. The particularity of the Hetao area has long been discovered by scholars such as Gu Jiegang and Hou Renzhi, and this book focuses on the process of water conservancy development and the formation and development of immigrant societies from the second half of the 19th century to the present on the basis of long-term fieldwork. It attempts to answer how different social organizations, beliefs and regional cultures are integrated into three social and cultural processes in these two inter-embedded development processes, namely, the process of change from pastoralism to agriculture, the social change process of migration from the place of migration to the place of migration, and the process of change of how Han culture and Mongolian culture are integrated with each other. These three processes of change are not only described in a cross-section, but also carried out longitudinal regional and process research at the meso level from the perspectives of background, dynamics, occurrence mechanism, and operation mechanism, and constructs people's historical imagination of how local society is formed in such a grand historical narrative.
