本书以我国天然气产业市场化法律规范为研究对象，根植于我国天然气产业发展和改革的现实，通过实地调研和对既存法律规范的梳理，认为我国天然气上游产业市场化的突破口在于矿业权市场化，并从市场主体准入、交易规范设置及主体退出机制三个方面进行了法律规范设计。天然气产业中游市场化法律规范设置应以“网运分开”制度的构建为中心，区别既存管网规范和新设管网规范进行市场化规范设置。天然气产业下游发展应着力于完善特许经营制度，推进天然气产业下游市场化的进程。

This book takes the market-oriented legal norms of China's natural gas industry as the research object, rooted in the reality of the development and reform of China's natural gas industry, through field research and combing of existing legal norms, it is believed that the breakthrough point of marketization of China's natural gas upstream industry lies in the marketization of mining rights, and the legal normative design is carried out from three aspects: market entity access, transaction specification setting and entity exit mechanism. The setting of market-oriented legal norms in the midstream of the natural gas industry should be centered on the construction of the "separation of network transportation" system, and the market-oriented specifications should be set up differently between existing pipeline network specifications and newly established pipeline network specifications. The downstream development of the natural gas industry should focus on improving the franchise system and promoting the downstream marketization of the natural gas industry.（AI翻译）
