城乡居民基本养老保险制度的建立是中国社会保障发展的重大事件。本书在梳理和分析城乡居民养老保险发展历程与现状的基础上，把当前城乡居民养老保险存在的问题分解为五方面，即基金支付能力问题、基金监管能力问题、待遇给付公平问题、经办服务能力问题、政策认同提高问题，分别对每方面问题进行了分析和研究。而后又选择在这些方面占优势或与中国经济社会实际接近的四个典型国家进行了经验研究。最后提出了城乡居民基本养老保险推进策略。

The establishment of the basic old-age insurance system for urban and rural residents is a major event in the development of China's social security. On the basis of sorting out and analyzing the development process and current situation of urban and rural residents' endowment insurance, this book decomposes the current problems of urban and rural residents' endowment insurance into five aspects, namely, fund payment capacity, fund supervision ability, fair treatment, handling service ability, and policy recognition improvement, and analyzes and studies each aspect of the problem. Then, four typical countries that have advantages in these aspects or are close to China's economy and society are selected to conduct empirical research.
