我国2012年刑事诉讼法的修改实现了技术侦查在刑事程序法意义上“无法可依”的零突破。然而有关技术侦查的规定过于粗糙且缺乏操作性，不仅使得一些在技术侦查“入法”前司法实践中的固有问题未得到有效解决，甚至还带来一些新问题。对技术侦查的程序控制的研究迫在眉睫。本书的第一部分，通过厘清技术侦查的基本概念和类型化区分，分析目前刑事程序控制的主要方法；以法治发达国家和地区的有关法律制度为蓝本，总结共性并探寻其演进规律；总结出程序控制应当树立的基本观念和应当遵循的基本原则。第二部分研究我国技术侦查程序控制的具体问题及完善建议。通过检视现行制度的进步与不足，反思程序控制的方法、内容及相关制度中存在的问题与缺陷，针对性地提出了改进司法解释、补充立法解释和修改完善立法“三步走”的制度完善设想，以及建立健全相关配套制度的政策建议。

The revision of China's Criminal Procedure Law in 2012 achieved zero breakthrough in technical investigation in the sense of the Criminal Procedure Law. However, the provisions on technical investigation are too rough and inoperable, which not only makes some inherent problems in judicial practice before technical investigation "entered the law" not effectively solved, but even brings some new problems. Research on procedural control of technical detection is imminent. The first part of this book analyzes the main methods of current criminal procedure control by clarifying the basic concepts and typological distinctions of technical investigation; Based on the relevant legal systems of developed countries and regions under the rule of law, summarize the commonalities and explore their evolution; Summarize the basic concepts that should be established and the basic principles that should be followed in procedural control. The second part studies the specific problems of China's technical investigation procedure control and suggestions for improvement. By examining the progress and shortcomings of the current system, reflecting on the methods, contents and problems and shortcomings in the relevant systems, this paper puts forward the system improvement ideas of improving judicial interpretations, supplementing legislative interpretations, and revising and improving the "three-step" legislative system, as well as policy suggestions for establishing and improving relevant supporting systems.（AI翻译）
