本书以1991年苏联解体后俄罗斯作为独立的主权国家为起点，概括并描述俄罗斯国家决策机制的形成与发展过程，并在此基础上，总结出俄罗斯国家决策机制的结构特点、功能和运作模式。本书要考察的不仅是担负国家决策职能的国家机构的职权、相应的制度法规，及影响国家决策的政治机构，还考察国家决策机制运行的具体社会条件和国际环境，以及各社会群体在国家决策过程中的作用。最后，本书从俄罗斯政治精英的治国理念、俄罗斯社会文化和政治传统三个方面，深入探讨了当代俄罗斯国家决策机制的生成因素。

This book is about decision-making processes in contemporary Russia.Beginning its analysis in 1991,after the collapse of the Soviet Union,the book describes and summarizes the formation and development of Russian national decision-making mechanisms and outlines their structural and functional characteristics.

In order to complete the analysis,we have analyzed not only the functions of national organs,the legal systemand those parts of political system,which influence the national decision-making process,but also the social conditions and international environment,in which these structures are situated.

The book is divided into nine chapters.The first chapter analyzes the constitutional crisis in October 1993,and reviews the background to the formation of Russian national decision-making mechanisms.The second chapter traces the evolution of Russian national decision-making mechanisms from the adoption of the constitution in 1993 to the resignation of Boris Yeltsin in 1999.The third chapter focuses on the evolution of Russian national decision-making mechanisms during Vladimir Putin's presidency.The fourth chapter focuses on the readjustment of Russian national decision-making mechanisms during Dmitri Medvedev's presidency.The fifth chapter describes the remodeling of national decision-making mechanisms during Vladimir Putin's new presidency.The sixth chapter describes and summarizes the structure of contemporary Russia's national decision-making mechanisms,clarifies the relations of the three power branches of Russia in the national decision-making mechanisms,and provides a summary ofthe mechanisms' structural characteristics.The seventh chapter evaluates the actual operation of the mechanisms.The eighth chapter analyzes the influence of social groups on the decision-making mechanisms.The ninth chapter analyzes the generating factors which contribute to the nature of the Russian national decision-making mechanisms.
