“The New Development Triangle”：State Capacity，Institutional Foundation，and Socio-Economic Policy

[Abstract] State capacity，institutional foundation，and socio-economic policy together form the “New Development Triangle”，which constitutes a powerful theoretical framework for understanding the performance of economic entities across time and space.The paper contends that state capacity has four major dimensions：Coercive Capacity，Extractive Capacity，Administrative Capacity-Ⅰ，and Administrative Capacity-Ⅱ.Administrative Capacity-Ⅰ can be understood as “delivering capacity” whereas Administrative Capacity-Ⅱ consists of information capacity and leadership.The paper goes on to discuss how to measure the four dimensions of state capacity and the various challenges of tackling the New Development Triangle in empirical exercises.
