Remaining Relevant in a Globalized Era:Higher Education in Africa and the Confucius Institute

Introduction

It is important for me to start this paper by acknowledging the esteemed place the Peoples Republic of China holds in the world today. It was not so in the last millennium. In the 1960s,China was not a particularly important player. However,as Napoleon Bonarparte said early in the 18th Century,“China is a sleeping giant.Let her sleep for, when she wakes, she will move the world”.This comment pointed to the enormous potential of China. While China was a sleeping giant, she would not sleep forever.Indeed,in the early 1960s,China had not even started her internal re-engineering,reassessment,and reorganization. She had not yet embarked on a journey towards realistic self-discovery that would help her confront her problems directly with internally-generated solutions drawn upon from her hitherto untapped resources.China would act like a typical great African masquerade that normally would be out of the public glare while it prepared for its great dance. It must practice its dance steps and uncommon display of artistic prowess in private until it became obvious that it had perfected the art;then would it make a public appearance with great confidence. The rich culture of China may be a similar inspiring guide because Africa and China share much in common.
