Abstract

Governments worldwide lose annually more than 5% of global GDP due to corruption and a similar amount due to tax avoidan-ce.This implies that about 10% of global GDP is not being spent on public goods,thus decreasing its quantity and/or quality and trapping countries into a vicious cycle.Although both problems are usually treated separately,they are very much related.Tax revenue is lower in countries where the perception of corruption is higher,suggesting that the adverse effect of corruption is larger than expected.In this chapter,we explore this interaction empirically using Colombian municipal data and gather evidence from other developing countries,confirming that the impact of corruption on the provision of public goods amplifies once tax contribution is considered.

About the authors

Richard Kalil has received his M.A.and B.A.in economics from the Universidad de los Andes,Colombia.He also holds a M.A.in History,a M.A.in Public Policy and a B.A.in Philosophy from Universidad de Los Andes.His academic interests range from historiography and economic theory to mathematics and metap-hysics.His economic research has focused on taxation,public finance and political economy.His current research centers on the relation-ship between corruption,reputation and tax contribution.

Andres Zambrano is the Macroeconomics Director and an Asso-ciate Professor at the Department of Economics of Universidad de los Andes in Bogota,Colombia.His research interests are in the areas of Taxation,Insurance,Conflict and Information Economics.He has studied the response of households to shocks,its consequences,and public policies aimed at smoothing such consequences.His current research focuses on the existence of poverty traps; the relationship between corruption and tax contribution; the consequences of conflict; and non-punitive strategies based on information provision to reduce crime.He has published articles on journals such as World Development,World Bank Economic Review and Economic Theory,among others.Andres holds a Ph.D in Economics and a M.A.in Economics from UCLA,as well as a M.A.and a B.A.in Economics from Universidad del Rosario,Colombia.
