完善天然气价格形成机制和建立共享性“公共物品”的价值补偿机制是实现天然气产业持续发展、优化能源结构的重要举措。 目前，我国经济发展面临着能源瓶颈，表现为能源总量约束问题的加剧、以煤为主的结构问题以及节能减排的环境问题，尤其是全国范围内雾霾问题的凸显，使调整能源结构的压力持续加大。天然气凭借其清洁能源的优势，将在提升能源系统整体效率、减缓环境压力和保障经济平稳发展中扮演重要角色。本书以天然气产业发展对经济增长、环境治理的影响为切入点，初步探讨价格改革对提高能效、优化能源结构的作用，并紧紧围绕价格形成机制的基本内容，着重采用定量方法对目前价格机制问题展开系统研究，同时，借鉴国外改革经验全面论述了如何分层次、有序地构建“X+1+X”价格模式及其价格机制和“公共物品”价值补偿机制的政策建议。

Improving the natural gas price formation mechanism and establishing a value compensation mechanism for shared "public goods" are important measures to achieve the sustainable development of the natural gas industry and optimize the energy structure. At present, China's economic development is facing energy bottlenecks, which are manifested in the aggravation of the problem of total energy constraints, the structural problems dominated by coal, and the environmental problems of energy conservation and emission reduction, especially the prominence of the smog problem nationwide, which makes the pressure to adjust the energy structure continue to increase. With its advantages of clean energy, natural gas will play an important role in improving the overall efficiency of the energy system, alleviating environmental pressures and ensuring stable economic development. Taking the impact of natural gas industry development on economic growth and environmental governance as the starting point, this book preliminarily discusses the role of price reform in improving energy efficiency and optimizing energy structure, and focuses on the basic content of the price formation mechanism, focusing on the systematic study of the current price mechanism by using quantitative methods, and comprehensively discusses how to construct the "X+1+X" price model and its price mechanism and the policy suggestions of the value compensation mechanism of "public goods" in a hierarchical and orderly manner.（AI翻译）
