近4000万中国失能老人的照护服务问题应引起了社会的高度关注。本书以中国失能老人照护服务问题为研究对象，梳理并评析了1949年以来中国养老服务的相关政策法规，运用需要理论和福利多元主义等理论，从失能老人对居家、社区和机构照护服务需求的视角出发，用调查数据和大量的访谈事例全面剖析了中国失能老人长期照护服务存在的问题。对居家、社区和机构照护服务的优势和不足进行了对比，分析了失能老人与非失能老人对照护服务模式、服务内容的需求存在的差异。作者在深入研究的基础上，认为完善养老服务体系应以突破失能老人长期照护服务的困境为重点，政府应针对失能老人制定长期照护服务的专项发展规划，构建中国长期照护服务体系，提高长期照护服务的水平。

The care services of nearly 40 million disabled elderly people in China should arouse great concern in society. Taking the problem of care services for the disabled elderly in China as the research object, this book sorts out and reviews the relevant policies and regulations of China's elderly care services since 1949, uses theories such as needs theory and welfare pluralism, and comprehensively analyzes the problems existing in long-term care services for the disabled elderly from the perspective of the demand for home, community and institutional care services for the disabled elderly from the perspective of the demand for home, community and institutional care services for the disabled elderly. The advantages and disadvantages of home, community and institutional care services were compared, and the differences between the disabled elderly and the non-disabled elderly in terms of care service mode and service content were analyzed. On the basis of in-depth research, the author believes that improving the elderly care service system should focus on breaking through the dilemma of long-term care services for the disabled elderly, and the government should formulate a special development plan for long-term care services for the disabled elderly, build China's long-term care service system, and improve the level of long-term care services.（AI翻译）
