《中国城市公用事业政府监管监督体系研究》作为国家社会科学基金重大招标项目“中国城市公用事业监管体系创新研究”的子课题，专门研究“中国城市公用事业政府监管监督体系”，旨在立足我国城市公用事业政府监管的具体国情以及社会公众的专业知识、参与意识、体制条件和城市典型公用事业监管的技术特点等因素，借鉴英美等发达国家建立多元的城市公用事业政府监管监督机制的有益经验基础上，从强化立法监督、健全行政监督、完善公众监督和建立司法审查四个方面，研究建立以人大立法监督为主导、以行政监督为基础、以社会监督为促进和以司法审查为保障的分工合作的约束政府监管行为的监督制度体系，确保政府监管的有效性和公正性。
