随着城市跨越式发展，我国特（超）大城市的公共安全风险不断累加，“城市病”蔓延，公共安全问题成为制约城市健康发展的“瓶颈”和“短板”。为实现习近平总书记“以人民为中心”的城市治理目标，提高城市精细化治理水平，本书以城市公共安全风险治理问题为导向，聚焦于我国特（超）大城市关键公共安全风险治理领域，运用数据分析和案例分析，描述特（超）大城市公共安全风险的事实和现状，探求城市化进程中公共安全风险的发生、发展规律，比较不同城市公共安全风险状况的变动趋势、类型特征，寻找问题生成的原因和机理，检视城市公共安全风险治理体制机制存在的缺陷。在此基础上，提出建构“整体性”城市公共安全风险治理系统的思路及政策建议。

With the leapfrog development of cities, the public safety risks of China's special (super)big cities continue to accumulate, "urban diseases" spread, and public safety issues have become the "bottleneck" and "short board" restricting the healthy development of cities. In order to achieve General Secretary Xi Jinping's "people-centered" urban governance goal and improve the level of urban refined governance, this book is guided by the problem of urban public security risk governance, focuses on the key public security risk governance fields of China's special (super)large cities, uses data analysis and case analysis to describe the facts and current situation of public safety risks in special (super)large cities, explores the occurrence and development law of public safety risks in the process of urbanization, and compares the change trends and types of public security risk status in different cities. Find out the causes and mechanisms of problems, and examine the shortcomings of urban public safety risk management systems and mechanisms.
