2003年开始2008年推向全国的农村集体林权制度改革是仿效耕地承包制改革，实行确权到户，激励集体林地的经营产出增加。作为深化集体林权制度改革的主要举措的林业金融支持制度改革则是为了促进林地经营的资产化转化，吸引社会资本投资集体林业，提升林改的绩效。本书以作者历时4年对福建、江西等10多个省30多个县（区）数十个村的实地调查研究为基础，以评估林权抵押贷款政策实施绩效为核心内容，同时全面探讨林业金融支持制度实施中涉及的森林资源资产评估和担保、森林保险、林权抵押登记等相关配套改革举措的实施绩效，并指出其绩效不足之表现。

The reform of the rural collective forest tenure system, which began in 2003 and was launched nationwide in 2008, is to imitate the reform of the cultivated land contract system, implement the confirmation of rights to households, and stimulate the increase in the operating output of collective forest land. As the main measure to deepen the reform of the collective forest tenure system, the reform of the forestry financial support system is to promote the assetization and transformation of forest land management, attract social capital to invest in collective forestry, and improve the performance of forest reform. Based on the author's field investigation and research in dozens of villages in more than 30 counties (districts) in more than 10 provinces including Fujian and Jiangxi over the past four years, this book takes the evaluation of the implementation performance of forest right mortgage loan policy as the core content, and comprehensively discusses the implementation performance of forest resource asset assessment and guarantee, forest insurance, forest right mortgage registration and other related supporting reform measures involved in the implementation of the forestry financial support system, and points out the performance of insufficient performance.（AI翻译）
