社会救助是社会保障体系的重要组成部分，被视为最后一道“社会安全网”。中国社会救助体系初步建立了“8+1”的基本框架，即八个基本社会救助项目加上一个广泛参与的社会力量。本报告系统梳理了中国社会救助体系的基本框架和主要政策工具，利用详实的数据全面地评估社会救助体系的财政支出水平，从财政投入强度角度观察中国社会救助水平，对于完善社会救助体系提出具体政策建议。

Social assistance is an important part of the social security system and is seen as the last "social safety net". China's social assistance system has initially established the basic framework of "8+1", that is, eight basic social assistance projects plus a widely participating social force. This report systematically sorts out the basic framework and main policy tools of China's social assistance system, comprehensively evaluates the fiscal expenditure level of the social assistance system by using detailed data, observes the level of China's social assistance from the perspective of fiscal investment intensity, and puts forward specific policy suggestions for improving the social assistance system.（AI翻译）
